Business Challenge
Cal Poly Humboldt departments needed clear guidance for engaging independent contractors while complying with CSU policy and California employment law. Misclassification could expose the university to significant legal, financial, and regulatory penalties, making it essential for employees to understand the review process, classification criteria, approval workflow, and procurement requirements before any work began.
Learning Solution
I developed a comprehensive process training video that explains the legal framework for independent contractor classification, including the Dynamex Test, policy restrictions, approval workflow, and required documentation. The course combines policy explanations with a step-by-step demonstration of completing and submitting the Adobe Sign request form, helping employees confidently navigate the review process while reinforcing compliance requirements.
Project Highlights
- Simplified complex legal and policy requirements into learner-friendly language.
- Explained the Dynamex Test using practical examples and plain-language interpretations.
- Demonstrated the complete Adobe Sign submission workflow.
- Clarified departmental responsibilities before contractor work may begin.
- Illustrated approval and denial pathways, including procurement and hiring outcomes.
- Reinforced compliance through real-world consequences of worker misclassification.
- Connected Human Resources, Procurement, and departmental responsibilities into a single end-to-end process.
Impact
This learning solution standardized understanding of the Independent Contractor Review Process across campus departments, reducing ambiguity surrounding worker classification and reinforcing the importance of following CSU policy before engaging outside service providers. By presenting legal requirements in a structured, accessible format, the training helped employees recognize when Human Resources approval was required and understand the risks associated with noncompliance.
The inclusion of a guided walkthrough of the Adobe Sign request process also reduced procedural errors and improved consistency in submitting contractor requests. As a result, departments were better prepared to initiate engagements correctly, supporting compliance, procurement efficiency, and sound risk management practices.
